Job Description:
PURPOSE OF POSITION: The Lean Sigma Black Belt is a change agent for institutionalizing a Lean Sigma initiative at the City of Tyler. The Black Belt manages large scale improvement projects that the Lean Sigma Steering Committee selects. The Lean Sigma Black Belt leads a core team to improve significant issues by collaborating with process owners to improve processes by eliminating variation, defects, and waste, reducing cycle times, etc. for the organization. The Lean Sigma Black Belt masters basic and advanced quality tools and statistics to ensure the success of large, complicated projects and financial results.
ESSENTIAL FUNCTIONS: Works individually and leads cross-functional teams through strategic, high impact improvement projects. Develops and launches internal program to recruit and train green and black belts. Develops internal communication materials to educate and inform staff about the Lean Sigma initiative. Assists in populating the project hopper and scoping projects through the establishment of process performance indicators/metrics. Directs project teams to efficiently and effectively employ methodologies and tools including Six-Sigma (DMAIC: Define-Measure-Analyze-Improve-Control and DFSS/DMADV: Design for Lean Sigma/ Define-Measure-Analyze-Design-Verify), Lean practices, change management, project management, etc. Ensures that processes are operating optimally and meeting customer requirements and internal goals through cost reduction, increased efficiency, effectiveness, and regulatory performance. Reports weekly or biweekly to the project Champion on project progress, milestones and issues. Tracks costs and time savings for a year following the closure of each project. Leads team(s) across various levels to implement Lean Sigma methodology. Coaches, mentors and supports team members, as blue, green and black belts, through Lean Sigma methodology using advanced analytical, problem solving, people and leadership skills to complete projects. Executes solutions that prevent opportunities for defects and/or waste. Perform other related duties as necessary.
ADDITIONAL INFORMATION: Operates under the guidance of the Lean Sigma Champion. Plans daily work and sets priorities independently. Communicates effectively to all levels of staff, coordinates activities with management and staff in multiple departments, presenting results to various audiences.
MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree in business, engineering, statistics or related field plus minimum of five years experience in process improvement, re-engineering efforts, quality, engineering, process control, or other relevant experience. Demonstrated experience in leading change and project management, adhering to deadlines and budgets. Strong analytical skills are a must. Self-starter with drive, determination, focus and initiative. Proven ability to manage projects and supervise teams is essential. Experience with Minitab software required.
