Job Description:
The Quality Assurance Manager provides a valuable resource to program
managers and direct care staff who have the basic responsibility to
provide the best possible services to their program clients. The
Quality Assurance Manager uses his/her skills in program design, staff
training, service evaluation and staff consultation to assist program
staff and senior management to achieve this important goal. Quality
assurance activities include insuring the fidelity of adopted service
models such as the Teaching Family Model.

QUALIFICATIONS
The position requires a bachelor’s degree in a related field and five
years experience in program management, staff supervision, program
evaluation, and staff training. Experience with VOA treatment models
is preferred.

The position requires a combination of the following knowledge,
skills, and abilities:
Ability to apply principles of empirical outcome measurement, collect
data, establish facts and draw valid conclusions; knowledge of the
principles of social learning theory; ability to assess, determine
methodologies, and evaluate staff training needs and systems; ability
to develop and present training programs to develop staff skills; and
ability to communicate clearly and concisely both orally and in
writing.

PRINCIPLE ACTIVITIES
1.Coordinate with Division Director and program staff to insure that
approved systems of data collection, evaluation and quality
improvement are in place, operating according to approved procedures,
and providing accurate, useful data.
2.Provide training and follow-up consultation to designated direct
care and supervisory staff to insure strong staff skills in delivery
of program services including the use of adopted service models.
3.Participate in quality assurance activities including monitoring
outcome data, attending quality assurance meetings, making
recommendations to the division director, and providing written
reports. Serves as chairperson of the division’s quality assurance
committee.
4.Conduct internal audits and surveys individually or as part of a
team as approved by the Division Director. Provide result reports and
follow up to insure full correction of deficiencies.
5.Monitor results of external surveys conducted by licensing, funding
and local agencies as well as voluntary certification surveys. Review
corrective action plans prior to submission to the inspecting
authority. Follow up with program staff to implement corrective
action plans. Conduct prevention activities, including mock surveys
using outside survey standards.
6.Supervise assigned staff.

EFFECT ON END RESULT
1.Agency approved data and evaluation systems are in place and
providing accurate, useful data.
2.Staff is highly skilled in delivery of program services including
the use of adopted models.
3.Quality assurance activities result in achievement of qualitygoals
and continuous improvement of services.
4.Internal audits and surveys are valued and effective in improving
service quality.
5.Outside survey results meet expectations. Programs enjoy quality
reputations with outside agencies.
6. Assigned staff are well managed and well led.
