For more information about Fannie Mae and our career opportunities, visit www.fanniemae.com The Senior Policy Manager is responsible for the development and ongoing maintenance of Single Family Mortgage Business (SFMB) risk policies, standards, procedures and delegations. The senior policy manager will develop standards, tools, procedures and policy templates to facilitate a coordinated risk policy infrastructure. The senior policy manager will be the subject matter expert for SFMB risk policies and will provide guidance and interpretation of policies to SFMB risk staff and business stakeholders. The senior policy manager will partner with the SFMB business areas to communicate and report policy requirements. The senior policy manager will also ensure alignment of business unit risk policies with corporate and enterprise risk policies and will work with Enterprise Risk Governance to coordinate policy development, evaluation and implementation activities. Conduct credit analyses using advanced methods and tools of aggregated data provided by lenders, clients of the organization, or other sources of data. - Implement and maintain the SFMB Policy infrastructure including policies, standards, procedures, guidelines, process maps and external guides. Responsibilities include; writing documents, updating documents, facilitating changes to business processes and documenting those changes, interpreting documents and providing training on SFMB policies.
- Provide guidance and instruction to all SFMB business unit policy teams, ensuring that policy development and maintenance activities are in line with established SFMB credit policies and corporate level risk management policies and requirements. This task will involve reviewing policies as they are being developed as well as policies in need of alteration due to changing market conditions, new products and industry best practices.
- Provide assistance in the drafting of divisional policies and standards by conducting meetings with document owners; drafting changes; editing submitted documents; and conducting analysis on the intent, purpose, and impact of the policy, standard or procedure.
- Serve as the liaison between the business units and Enterprise Risk Governance.
- Guide the business units through the submission and change management processes, including document registration, implementation plan development, change control logging, and approval documentation.
- Interpret and clarify policies, standards and procedures to ensure conciseness, appropriateness, and relations of business unit activities to those items being proposed for implementation.
- Ensure annual policy, standard and procedure evaluations are performed and reported to senior management on policy environment effectiveness. Maintain all current SFMB policies including both functional level and cross functional policies.
- Implement and maintain SFMB Delegations of Authority. Provide interpretation on all SFMB delegations. Prepare /annual updates on existing delegations. Prepare new and changes to SFMB delegations as well as report on all SFMB delegations to the division and corporate.
- Oversee the communication of SFMB credit policies to relevant SFMB business units. Ensure that relevant SFMB personnel are informed and educated on all internal and external policy requirements and changes.
- Bachelor's degree in Business Administration, Finance, Operations or equivalent area of study required.
Specialized Knowledge & Skills - 5- 7 years experience within a top financial services, capital markets, or insurance organization, with a minimum of 3 years experience in credit and underwriting.
- Significant experience developing risk management policies and procedures including process mapping, policy development, creation of standards and development of initial procedures for new business processes
- Experience in developing and implementing credit governance structures including delegations of authority, audit processes and SOX compliance requirements.
